I changed the file, but it's not showing up.  Do I have to rebuild the forum or something?

Clear your UBB's cache. In the Maintenance menu of the control panel.

Hmm... What do I need to edit to change the "my profile | register | search | faq | memberlist | forum home | calendar" on every page?

The end of public_common.pl - sub MainButtonOptions to change their look/whatever, to change their place - look for "$MainButtonsLine" in the same file (sub set_page_elements)
