Uhm, how do you host forums? Hmmmm, what you can do is just set it up and have the forums you "host" to actually be separate categories with their own moderators. Of course, this will be prety limited since you can't give these moderators administrative powers (unless you're out of your mind).
Sorry for the broad answer, but it was a pretty broad question to begin with...
