Hello,
First of all you must be using Who's Online 4.0.0 (previous versions are unsupported).
Secondly, 4.0.0 has an updated install script so you don't need to upload those files.

i have downloaded whos online 4.0
but there are 2 files missing in the zip file.
cp_whos_online.cgi and cp_vars_online.cgi
