I thought that in the header and the footer of your pages (you know where you can put html at the top and bottom of your page) it was suppost to be any web language goes? My SSI doesn't seem to be working on my forum, but it works on other webpages of my site. Anybody have any ideas on why SSI isn't working in my header? Any help would be great! Thanks.

You need to either do the html to shtml hack on your UBB or setup your web server to parse html pages as shtml pages.

how did you add the addhandler?
using the .htaccess file? This method doesnt always work. Try asking your ISP to add it in your script so it always parses html as shtml.
Having said that, if you place a html file with a ssi call in it does it parse it or not? Just a test file.html

Go into one of the threads on your BB, view the source code, save it to your hard drive (html), then edit it and manually put in the SSI call in the spot the header would normally appear. Save it, upload it and run it, now if that doesnt work then your server isnt parsing HTML as SHTML properly.
