The Triple IM Hack by AllenAyres says I should install the basic ICQ hack before starting the hack... I've looked in the Database and could not find it.

I noticed in some old topics users said that it was located in All-Hack . I found that hack in the database, but it turns out the file is not found, it leads to a 404, so I'm stuck.

I have members requesting that I add the Triple IM Hack features to my UBB (5.47) but I cannot proceed without the basic ICQ hack... anyone know where I may be able to locate it?

I found two kinds of ICQ hacks, There are two different UIN hacks, One adds them to your list after downloading there file, and the other web pages them on ICQ.
