i noticed that when i type in my cgibin url you can view my Cgibin files? i don't want this to happen. I looked at other boards and they have it so you can view them. so did i do something wrong? if so how do i fix it?

upload a blank index.html file. There are probably other ways, but that should work.

You can Chmod your directory to 644 or something like that.

No, no, no! DON'T DO THAT.
Stick an index.html in there, as advised first.
Resetting permissions on your cgi-bin directory will not only not work, it'll break every script you run!

Or you can stick in an .htaccess file with the option -Indexes.
