Error on ubb_lib_mail.cgi

I get the error everytime my board try to access the mail system:

open | -t -oi: No such file or directory
at /hosted/survivors/cgi-bin/ubb/ubb_lib_mail.cgi line 39

and my ubb_lib_mail is:
