Is there a way to create Sub Categories in UBB?
This is a feature I really need and haven't been able to figure out.

I think he means a folderish kinda setup, so you can have as many levels as you want:
Forum Summary >> Category >> Subcategory >> SubSubcategory >> Forum >> Thread
