I have UBB 6.2.0. I am afraid that my UBB will come under attack by competent hackers some day. There are allot of my fellow cult members, less open minded than me and my forum members, that would like to shut it down. I would like to know where I go to find out about and discuss UBB security issues.
I use hosting 4 less as my server. It has a Stats file that lists the IPs of visitors to each page, but it puts "xxx" for the last digits of the IPs. It also doesn't tell exactly which page the person visited. It will say that they visited my ultimatebb.cgi file, but not stuff after it such as: ultimatebb.cgi?ubb=get_topic;f=1;t=. So my stats just tell me that everyone is visiting ultimatebb.cgi. Can I get better stats?
Also, where are the logged IPs stored, and in what form?

Ask your web hosting provider about access logs - they'll contain all the data you'll need... and lots, lots more. Probably too much, in fact! If you're worried about a security problem... well, first things first - make sure HTML and the IMG UBBCode is off. Switch the board into members-only mode so that nonregisterd members can't view the board. And if you haven't done so already, turn on member moderation. You can check on the IP that the user registered with in the registration queue. When it's released, I would also advise upgrading to 6.2.1 - it includes an admin-only view to Recent Visitors that includes IP addresses.

I have at least one poster who knows how to post with different IPs. I try to play dumb(not too hard) and keep them engaged.
Where is there a forum to discuss security issues?

There isn't really a security related forum, so go ahead and keep posting here. That IP switching is done by using proxy servers... the bane of people trying to block by IP everywhere.
