And I see under "Miscellaneous" I have new options. I can access all of them except Avatar Images and User Titles.
It says FYI and that I have no permission to enter. I wanted to CHMOD, but I couldnt find the files. What are they called? And were they included in the upgrade zip?

make sure all your new vars files are set to 777

This error is when the CP.cgi file doesn't know this thing exists, has nothing to do with CHMODding... These two features were added to 6.2.1.3 by mistake, they're only in 6.3.0.
