I am now using ubb 6.2.1, the cache is using around 28M, Can I disable the cache function otherwise my webhost will always exceed.

You can disable the cache but trust me you don't want to. Your host would be complaining about the server load (CPU) and your members would hate the performance.

Disabling the cache via the control only stops the retrieval of cached copies - not the storing. There would be no benefit.
