Did u check whether the cgi-files where uploaded in ASCII?

Sounds like a configuration issue. Have you upgraded from one of the private betas (before PMs were intorduced) to this version? See if you can access the PM settings in the control panel.
Moving to Installing / Upgrading. PMs aren't a mod, and you'll probably get more help there.
