I installed the recent v6 7.7 ubb
everything went awesome no problems whatsoever, but when I tried to send a personal message, this is what error I got.
Software error:
open | -t -oi: No such file or directory at /www/twfcentral/ubb6cgi/ubb_lib_mail.cgi line 39
any clue to what is wrong?

Ensure that you have the proper path to sendmail.
If the sendmail path is correct, shut down your board and open an Infopop support ticket.

ok the path says
usr/bin/sendmail
thats what the ubb automatically detected for the path url, but I'm not sure if it is the correct path or not.
How do I make sure?

The path should start with a slash:
/path/to/sendmail
The best way to check would be asking your host.
