It seems to me that whenever I switch the private forum to public forum, all the post will be gone...is this a bug?

This also happens when you switch a public forum to a private forum. Not sure what the deal is with that.
But on yours: I'm guessing it's probably designed behavior. If it was, at one point, a private forum, they are under the assumption that the posts made in it should be kept private. So when you make it public, all the previous (private) posts get deleted just for security. That's my guess.

You should post on IP's forum in order to know if it's designed behavior or not. I agree with skorpion on the fact that private messages where not made to be public but the other way round should work.
Anyway the best you can do right now is post on IP's bug forum to get an official answer.
