Ok, here's what's going on:
I turned off the board, I upgraded to 6.3, the latest Beta release. I turn it on. Things start acting up, like the forums dissappearing. So I tried downgrading, after turning of my board. I used a backup I just got on Saturday. I uploaded ALL .cgi and .pl files. And now, I get this error when trying to log into the CP (note my boards are closed):

Can't open '/home/sites/www.animegamerz.com/web/vars_misc.cgi'.
Permission was denied - please ask the administrator to check the permissions on that file/directory!
The exact error returned by the operating system is:
Permission denied
Either that or:

So, I CHMOD them. I get into the CP, yay! Not quite. I make changes in Primary Settings>>>Misc. I click on "submit changes" or whatever it says. Then I get the SAME error. So I CHMOD again. Then it will let me update it. But it will NOT open the board.
What's wrong, and what can I do to fix it?
Overwrite the vars_misc.cgi? Yes, I know it will overwrite my configurations, but I can redo that, and all will be good, right?
And what's with my adminlist.cgi in /ubb/BanLists/?
