Is there an easy way to view these logs? I went through the CP and didn't find anything except the ability to enable them.

They're not really meant for human consumption... you can find them in the BanLists directory.

Over time they can take up disk space. We've seen logs that are 5, 10 megs in size... that's why 6.6 now uses the month/year in the log filename. Allows for easier removal.
