notepad or any text only client should work fine for editing files

he said "free or commercial"  I agree with Allen, I use ultraedit for all of my coding (that doesn't require a compiler)

No, he didn't say "Free OR Commercial" he said "Free AND Commercial"; generally meaning he wants it free yet good  ...
