Is there a sub-forum mod for classic 6.6? I seen vbulletin with it and was wondering if ubb had it. I did a search but couldn't find any.

not directly, it would most likely need to be upgraded - which means most likely it would be upgraded to 6.7.x since it would be crazy to upgrade it to an earlier edition, I'm sure there are developers here who could write it for a price if you need it for 6.6 tho.
You can try it and see if the lines are the same in the mod files tho from that version to yours.

I read the bottom of your reply - what's the difference between sub-forums and sub-categories? At least what difference would you be looking for?

I dont really need this feature now but it woulda been nice.
Out of curiousity, how much is the average price for having a mod made?

It depends mostly on the developer - you could always post it in the "dev for hire" forum and see who bites - I think a couple had actually made progress a while back on a version, I don't think it was finished tho.
