perhaps, not only me wants this hack...

the idea is:

in a separate .HTML page, there's a form which includes textfields for username, password, email, other info... and of course a 'submit' button.

is it possible to make a script that each time i input entries to this form and click the 'submit' button, the entries will be forwarded to the ubb's flat-file database and the inputted users will automatically be members of that ubb?

Rather easy to do. Just use the same required fields in the form with the same actions... it will most likely need to be processed the "normal" ubb way because the fields go through several steps of making sure the fields were filled out correctly, that they aren't duplicates of someone else (email, username, etc), and writes to several areas - the email file, the member profile, the memberslist, and the membertotal.

hmmm... sounds motivating. but i want the form, when submitted directs to a predefined page and not to the usual 'thank you' page of the UBB. is this possible?

Here's something I thought of: Could you not just alter UBB's thank you page to look the way you want it to? You could make the thank you page look just like the page you want to redirect to, or you could also add load="window.location='http://yourpage.html'"> to the page, which would actually redirect them to your hard-coded html page of choice.

public_reg_confirm.pl, and public_reg_confirm_kid.pl are the two template files you'll need to do this. Hope this helps.
