open ubb_lib_posting.cgi and scroll down to end the of the file, there is a subroutine called excess_smilies_check, and you will find a variable which is called max_smilies, just edit it to whatever you want. That's it, do not expect from me to make a whole hack for this
You can do this yourself in the new PB2 - look in the CP and under Miscellaneous - find Custom Graemlins.. you can add 25 of your own - so there ya go!
