i don't know. Something about phpportals.com looks like a knockoff of phpnuke. Maybe it's those main menu and modules...

Yea. All it looks like is php-nuke with a few includes from their vB..
It's should be easily done on UBB if you know what you're doing.

it is his version 2 wasn't but then when he made version three he got permision to use phpnuke and intigrate it into vb and then do his modifications.
