This is my first attempt at a PhP installation. I did not see any file permission settings. I am assuming there are 3 possible choices.
1. the defaults are ok
2. the steup file takes care of these
3. they are the same as the perl version
I will start with the first and work my way down. Please let me know if I have completely lost my mind. (sometimes I wonder) I am doing this install while having my morning coffee, sorry if I may sound a bit hmmm... grumpy.

No special permissions needed on PHP files. They are parsed files not executed, so they can have the same permissions as standard HTML files. Now hurry up and finish that coffee[]/w3timages/icons/wink.gif[/].

I keep getting permission errors. I try to call createtable.php from my browser (this is different from the ,pl version which I called from telnet) and receive a 404 "You don't have permission to access /cgi-bin/threads/createtable.php on this server"
I have never worked with PhP before. I know the quarks of permissions with cgi and perl, but quite frankly I'm a little lost. Seems there is a new learning curve here and I'm out of my comfort zone. []/w3timages/icons/tongue.gif[/]
Any insight would be appriciated.

Ah, you need to move the php files out of your cgi-bin directory and into a normal directory just like an HTML file.

So I can setup the file tree outside the cgi-bin? Gotcha. Will see how this works out. Sometimes I make things harder than they are. []/w3timages/icons/blush.gif[/]

Yes, you will have to put your PHP files somewhere in your www document tree so they are web accessible. Hosts generally configure the cgi-bin to execute everything in the directory, and since PHP files are not executable, they generate that error.
