The only way this could be done is if everyone has PHP installed in CGI mode, and since alot of users won't have this these will probably stay in PERL.

One way to do this would be to have a cron job that uses
a tool such as curl or wget to call subscription.php from
the web server. This would then allow it to work on systems
with out PHP installed - plus the hassle of installing all of the
perl modules just for this one script to work.
