Is there any way to retrieve a user's password or write a script to decrypt an encoded password? Some of my users have lost their password and the mail function does not work on the server. Is there any way to get the password? (I am an admin).

The passwords are all encrypted with the standard crypt() function, which is a one-way crypt. Basically means that passwords cannot be decrypted.
