I'm currently logged in as a Moderator, but when I go to 'Become this user' I get this message. We cannot proceed. We encountered a problem. The reason reported was: You must be logged in, and be a valid administrator to access this. Question - why do I see this option if it's only for administrators?

That's a good question. I believe this is only open to admins but I'm not sure, don't have access to the code for another day or 2, but I'll look as soon as I get back.

Yup, I will confirm; even when W3T is configured to allow moderators to edit user accounts, moderators cannot "become" a given user, and will get the error message wasser mentioned.
(Maybe this thread should be moved to the Bug Report forum--unless denying moderator access to this one item from the user editing menu is a "feature.")
