I know I can fix this myself and I will but I think that admins should always be allowed to reply to closed threads.

If it's an occaisional thing, then admins can, they just reopen the thread, post, then close it again. If it's expected to occur more often though, I can see how a mod could be useful.

I guess the use here would be if one wanted to have a moderator only thread in an otherwise open forum.
That way the thread would remain closed to the public, but 'open' to moderators.

It's really more of an administrator thing. If a moderator closes a thread and the admin wants to express his thought without having to open the thread, reply, then close it again.

Yes, closed threads should act as open to mods and admins. If you need to urgently close a thread for bad behavior, and later realize people are taking it wrong or not understanding, you will most surely need to give a little more detail about it and such... Opening the board just to do that, and then closing it again is time consuming and allows for new posts during the meantime.
