DESCRIPTION: UBB.threads hack to globally enable/disable selected moderator privileges

The following configuration parameters are added:

mod_editforum - allow moderators to edit forums
mod_ban - allow moderators to ban a user or IP
mod_unban - allow moderators to unban a user or IP
mod_viewallstats - allow moderators to view stats for all forums, including those not readable by the moderator

This is a beta release. Don't install it unless you know how to undo the changes.

Please report any problems, or make suggestions on improvements to the code or the documentation.

I wish someone would confirm that this works, so that I can put in the finished-modifications forum.

My sincere apologies! I installed this and it works perfect. I just made sure, and each mod can only see the forum stats for the forums they can see (we have a couple mods who can't see some of the forums that other mods can see.)

As far as I can tell, it's ready for finished mods.
