why doesn't the Manage This Thread section appear at the bottom of a thread when i'm viewing it. if i want to close a thread, or delete it.. i have to click on Edit in someone's post in that thread in order to be able have the buttons to Close, Delete or Move it.

That is a good idea, it would make threads management a bit easier, don't there is a mod for it though. It should be quite easy though, so I'll give it a try.
