I am trying to encourage my members to fill out their profiles. I would like to know if there is a way for those that do not have their profiles filled out to see a forum but when they try to click on it, have a message pop up saying that they must fill out their profile or at least pm me with their info. In other words, put them in a group that can see the forums but not access them.

I have not yet updated this for 6.3 - but one good way is to use the [url=https://ubbdev.com/forum/showflat.php?Cat=&Board=beta&Number=67476&Forum=beta&Words=profile%20status&Match=Entire%20Phrase&Searchpage=0&Limit=25&Old=allposts&Main=67476&Search=true#Post67476[Profile Status Bars[/url] modification.
Then you can restrict users from viewing profiles before they fill in their own. That has done wonders at my site.
And I'm sure it could be done to use that to place them into certain groups. But the existing mod may suit your needs.

I looked at that one. It appears there is a small alteration to the database and I don't know if you remember what happened when we tried to alter the database. LOL

Oh that's right - your database freaks out. Although I'm not sure that mod might just use the existing rating fields in the database.
