I might have configured something to disallow this... but I can't find it in the admin panel.

If a user goes to change their email address they get "We cannot proceed, press the back button"

No error message other than that, which is odd... as an admin I can change mine and others, but standard users can't.

So, is this "Behavior by design" or a bug I've created in hacking?

I searched here and on the Infopop site, I'm cross-eyed from trying to sort through all the results.

I'd try a clean editbasic.php and editbasic.tmpl and changebasic.php to narrow it down. Might be a self-inflicted wound.
