If ubbt_header.tmpl included the css file instead of making an external link, would that give quicker load times at all?

CSS stylesheets are called via the LINK statement. This is the standard recognized taught method.

Besides, I think if it was in the header, you would have only one choice of stylesheet. I think. Besides, I like the stylesheets how they are.

css sheets are cached by your browser. Your browser will request them from the server every time you load a page, but won't download them if there is no change/not modified. If you add all the css into the header template you have to download all that text EVERY time. No really human noticeable savings in load times, a loss in terms of bandwidth use. And a loss of functionality in that your users would not be able to change sheets if they are hardcoded into your template.
This, of course, is provided your browser is not set to get a fresh copy of the page every time you load a page.
