I have one member on my board that cannot send a PM, only receive. He is not on the ban list and PM's are enabled. They work for all my other members except this one. I've checked his settings and all looks ok.
Any ideas?

What do you mean - cannot send? What's the symptom/error he gets.

If you become the user, can you send a PM from their acocunt? What error occurs or message is displayed when preventing them from sending PMs?
Can this user make posts?
What version are you running?
Can the user reply to PMs? Or is it only new PMs they can't create? Or is it only replies they can't make?

He cannot send any PM's, but he can receive them. This is the error message: Private messages are disabled. Please use your back button to return to the previous page. I get the same error when "I become this user". PM's work for everyone else with no problem. PM's are enabled for everyone, including this user. I'm running ver 6.4.2 on a unix server.

Do you have any group based mods installed? It can't hurt to check what groups that person is in against another user. This looks like the stock message when PM's are disabled in the admin panel.

And is he trying to PM someone who is not accepting PMs?

No group mods installed, just quick reply. I just found out that he cannot receive PM's either. I've tried sending myself a PM while logged in under the user's name, and I've received lots of PM's before. If this can't be solved I'll just tell him to re-register...

Does he have existing PMs?
Can you send him a PM or doe sit block you from sending too?
If there are existing PMs, can you reply to them or are replies not working either?

His inbox is empty. It prevents everyone, even me from sending PM's.
