Is it possible to restrict the number of times in a given period that users can rate other users or threads?

What I would like to be able to do is configure the UBB settings so that a user can only rank 5 users and 5 threads maximum within a 24-hour period.

You can disable User ratings in the admin but Thread ratings need to be pulled from the template. There is nothing available that I am aware of for limiting ratings for a specific time period.
