Is it possible to make a Global Announcement in only select forums?
I created a post that appeared in all forums but when I tried to delete it from one particular forum it deleted it globally.

No a global announcment is "global" - it's not duplicated - it exists only once, it just appears in every forum.

Global means universal, i.e. all forums.
Currently if you want to make an announcement in selected forums, you will have to make a sticky post in each of those forums.

You could probally create a Global Announcements Surpressed in Select Forums hack based on the Unlimited Edit Time in Select Forums hack.
