Several people on my forum have said that often they are getting popups on my forum asking if they want to install the japanese language pack. Any idea what is causing this? I only have the english language in use on my forums.

That wouldn't be anything in UBB.Threads - maybe spyware?

I had them scan for spyware with adaware and spybot, it is several users having the issue.
I have checked all my files and can't find anything.

This is a normal request from IE - it's detecting that there's Japanese on the page somewhere, and is prompting the user to install the proper language pack.
