When a new user registers they are told they have a PM. When they check, there is no PM and it remains like this unless they delete all their PMs, even if you don't have any.
Has anyone found a fix for this?

Most likely you're missing user#2 - the main admin for the board. Recreate U_Number 2 and the PMs will appear.

The same thing happens on a board where I do have a user number 2!
