I believe Classic had such an option, but I can't see it in Threads. Any ideas?

yes, you can (this should be a sticky thread )

go to control panel
click Member Management on the left
click Advanced Search Options
select Users (or any other group you like)
click submit
scroll down
select Action Email
select All Members or Selected Members? as you like
click perform selected action
...

Is there any way to mess-send PMs as opposed to emails?

It would be very easy to change the script that sends emails to send PMs.

This mod has the ability to send PMs to groups and/or all users:

this function for sending to groups in this mod have some issues under 6.5.1beta. I post a report in this thread. If you try sending and enter the editor page you will automaticly redirected after 3 seconds. You cant use it.

It may work on 6.5 release.
