Does it work on 7.3 FINAL. What I must change in this 2448-ReadMe.txt . I know that some functions are in html.inc.php, but where. What is the differences to 7.2.2 configuration of mouse over tooltip??

It is built into 7.3 
Fans Focus - Focusing on Fans of Sport (Okay - mainly football (the British variety  at the moment - but expanding all the time....)

Ok but why I cant see this. Maybe i Have corrupted style. Where in style editor is configuration for this

Do you have it enabled within the CP?
The mouseover is functioning on this site.

If your version supports it then it would be at:
Control Panel » Display Options
On the primary tab expand "Forum Display Options"
