Account 1 is the "user" which holds the defaults for new users.
Any missing numbers in your user list were users that were deleted at some point.
User numbers are distributed in ascending order (database index key). Because of this, you are not easily able to change a current user's number to a number which previously belonged to another member (deleted member), unless you manually modify your database in several places.
