It would be great for my users to be able to register from a page NOT inside the forums.
I have a forum's tab page in my new site design which is not part of UBB and I would like to have a few signup forms to encourage registration...

You can not register a user without having them use the registration interface.
Is there a reason you can't simply link to the registration form?
