I had an idea to make it so people could be notified by email for posts they DID NOT author. For example a lot of people on my board "battle" in flows and it'd be convenient for them to be emailed when someone's responded and it's their turn again..
Is this possible?

yes it is possible, but if you have a rather large board it can drain your server.

There's a service you might want to look into: http://www.changedetection.com/ You could incorporate the link to this service on the html generating cgi script. This service checks the html pages daily for changes. It then emails anyone on the list for that page when the page changes.
