is there a fairly easy way to do this?

eg - changing someone from #545 to #001

You can delete member number 1 and rename the other file to 0000001 and rebuilt member stats.

This sounds a little risky, but....
If you insist on trying change the member file, the memberlist.cgi, and the email.cgi. Then rebuild member stats.
