I have a forum that any user may post in, but only admins, mods, and authorized users may reply. Is there anyway I can add the topic starter to reply as well?

Interesting, kinda backwards from how it's done now tho I think a simple check to see if the replier is the topic starter at the same time it checks to see if the replier is an admin or mod would do what you are asking...
