I installed recycle bin for 6.3 but you can't recover deleted topics? Anyone know anything about this? Whats the point in just storing them?

The point in "just storing them" is so that there's a place to store topics that you don't know whether or not need deleting at that time... Kind of a UBB Purgatory, if you like. Of course, deleting a topic with or without the Recycle Bin mod will mean that it's gone permanently, that's the point in deleting it...

Yeh, I don't really like the recycle bin (and brett made it for me too)... I'd much prefer it to just use a forum as a forum and move deleted threads to it to idle there, where they can be moved back out
