Is there a way to set it up so that forum administrators/moderators are alerted via e-mail when a new topic is created? I'm currently using UBB.Classic 6.7.1

You can set that in your forum settings for each forum

Turn on moderator notification for those forums, them modify ubb_new_reply.cgi. Find: # notify moderator? if (($this_forum[11] eq 'yes') && ($vars_email{UseEmail} eq 'ON')) { Replace: # notify moderator? if (($this_forum[11] eq 'yes') && ($vars_email{UseEmail} eq 'ON') && 0) { New portion bolded. Do note that this disables moderator notification replies in all forums. Doing this in selective forums is a little more involved.

But I'm not sure I understand that last statement. Can you elaborate on that?

Since this code is in ubb_new_reply, it only affects replies to threads.
adding && 0 automatically makes it false, meaning you won't be send a notification on new replies. Since this was not added to ubb_new_topic, you'll still recieve a notification when there's a new thread, just not when someone replies to it
