As you may know, IP ban sometimes doesn't work if the person banned can easily change IP's and come back to wreak more havoc. What do you think is the most effective way of banning someone in this situation for good?

i perfer secretly banning them via site wide ignore so their post will not show, eventily they get bored and go away.
