I would like to know how to change this into a blue shade like this (ignore the background, just the icon shade) in Photoshop 6. Thanks in advance.

I'm guessing you're not wanting to change the text as well, then?
Open the file, use the rectangle marquee and select the icon, then Cut it (ctrl+X), and Paste it (ctrl+v) into a new layer. Then go to Edit >> [2nd submenu in the list, can't think of it's name right now] >> Hue & Saturation. Move the sliders to change the color of your layer. Move the dialog out of the way if it covers up the layer, so you can preview it.
