What in the high heavens are you on about? IRC is totally sperate from the WWW unless you use a crappy java applet, one of which is called jIRC, which, I think stands for Java IRC, if you really want it do a search on google.com or something, but, I would advise you to steer clear...
jIRC is just a java applet for a channel on an IRC server, it's not it's own IRC chat.
Chatspace.com has stuff, you can run it off your own server or pay them to do it. I think there's a free one, but it'll limit it to 100 users at a time (might be different now, been a while since I was there), which I think in most cases is enough unless you plan on making a warez server
