There is porbably an easier or quicker way of doing this, but, this is what I have always done...
#Using Photoshop 6...
1: Make your image background etc etc, add your text.
2: Do not flatten the image yet, instead, CTRL + Left click on your text layer.
3: Flatten the image, making sure your text is still selected.
5: Select Edit > Stroke from the Photoshop menu at the top of the Photoshop interface.
6: In the pop-up box that appears make sure that the 'Location' is 'Outside' and select the width and color you want. For text < 14 pt, a 1 px width is all you should need.
Then click okay, and volia!
