Sorry to say, but there aren't really any good hosts out there for only $10 a month. I mean, sure, you can probably find a ton of them, but like most things in life, you get what you pay for.
I suggest you try to join a dedicated hosting network, similar to the one that I'm one. They provide the network of sites, and you agree to put up their banner or whatever.

I don't have many hosts in my bookmarks for exactly $10 but I have some that come out around there: http://www.featureprice.com/ http://www.tacidhost.com/host/index2.shtml http://wantsomegetsome.net/prices/ I must remind you, that most of these sites, won't have the stunning OC-12's or anything and operate off of T3's or T1's but if you a small site then that should surfice.
